Job Descriptions and Salary

A civilian career in law enforcement is a great alternative to serving as a sworn officer. Each classification varies in the amount of education and training that is required. The Santa Clara Police Department’s civilian positions include:

Community Service Officer

Community Service Officer (CSO) is a civilian professional role within the Police Department. Entry-level CSO’s are assigned to the Field Operations Division of the Police Department to support sworn Police Officers and departmental operations. An example of duties includes, but is not limited to, issue citations for parking and zoning violations, enforce abandoned vehicle abatement ordinances, place the Department's radar trailer in response to citizen concerns, facilitate traffic control at fire scenes, crime scenes and traffic light malfunctions, collect evidence, prepare crime reports, assist with non-injury traffic accidents, etc. 

With experience, CSO’s have the ability to bid for specialized assignments and advance to the rank of Community Service Officer II ($7,668.89 - $9,776.77 monthly) in roles such as:

  • Court Liaison (e.g. transport evidence, serve as court liaison, issue subpoenas, etc.)

  • Crime Prevention (e.g. Neighborhood Watch Program, crime prevention presentations at schools and citizen meetings, booth at city-wide special events, etc.)

  • Evidence and Property (e.g. organization and handling of evidence, property release, pharmaceutical disposal program, etc.)

  • Permits (e.g. residential and business alarms, authorized cab companies/drivers, massage establishments, mobile food trucks, licensed bingo organizations, solicitor/peddler applications, etc.)

  • Police Building reception (e.g. greet the public, handle requests for police reports, etc.)

  • School Services (e.g. adult crossing guard program, 5th grade safety patrol, etc.)

  • Vehicle Coordinator (e.g. coordinate the maintenance and repair of vehicle and equipment, including transport of vehicles to auto shop, order and organize forms and supplies, etc.)


Jail Service Officer

Operates the temporary detention facility, fingerprints and photographs arrestees in the booking process, conducts searches and inventory of property, monitors building security console, maintains detention records and releases prisoners as authorized.


Public Safety Dispatcher I (entry level)

Public Safety Dispatchers have the unique opportunity to meet hundreds of people who call for assistance. Callers depend on your voice, directions and knowledge to get through an emergency. Using state-of-the-art equipment and training, you will provide excellent customer service while deploying critical resources.

Dispatchers work around the clock answering calls for service and dispatching Fire, Police and Emergency Medical personnel to scenes using high-tech communications equipment from the Communications Center in the Police Building. The Communications Center dispatches emergency and non-emergency calls for service including police, fire, paramedics/ambulance, public works, utilities and animal control services under the direction of the Communications Center Manager. All State-mandated required training is provided.

Police Records Specialist II

$7,743 - $9,871 monthly
$92,920 - $118,460 annually, plus excellent benefits

Candidates should be highly motivated, possess strong communication and interpersonal skills, have a keen attention to detail, and demonstrate a positive attitude. The law enforcement profession is fast-paced, and applicants should have the ability to adapt and react to sudden changes. The complete job description is available online

Responsibilities include, but are not limited to:

  • Operate a two-way police radio

  • Check police files on suspected persons, vehicles or property for warrants or status

  • Transcribe information and perform complex, specialized recordkeeping tasks on police computer systems

  • Complete arrest reports

  • Respond to inquiries and complaints from the public

  • Assist in the booking process by performing pat searches, or strip searches on rare occasions, on persons of the same gender in custody

Applicants must have the ability to work a schedule that will include weekends, holidays, and non-traditional work hours.

Benefits for Community Services Officer, Jail Services Officer, Public Safety Dispatcher and Records Specialist

This summary provides a brief overview of the City of Santa Clara’s benefits available to what is known as “Bargaining Unit #10” employees in 2021. In the event of any conflict between the information in this summary and the applicable official plan documents, City Manager’s Directives (CMD’s), Personnel and Salary Resolution, or Memorandum of Understanding (MOU), the applicable official plan documents, CMD’s, Personnel and Salary Resolution, or MOU will prevail over this summary. Benefits are subject to change.

Retirement:

  • Membership in the California Public Employees Retirement System (CalPERS)

    • Classic Employees: 2.7% @ age 55 formula – employee pays 8.00% of gross pay, minus $61 bi-weekly

    • New Employees: 2.0% @ age 62 formula – employee pays 6.50% of gross pay

  • Medicare and Social Security (FICA)

    • Employee pays 6.20% up to $8,853.60 (Social Security) and 1.45% (Medicare) of gross pay

Health Insurance:

  • City contribution up to $1391.69/month, based on enrollment in a CalPERS health plan

  • Employees electing health coverage with premiums above the City health contribution will pay additional premium costs from salary on a pre-tax basis

  • Coverage is effective the first of the month after date of hire

  • If an employee enrolls in a plan with a premium that is less than $1261.76/month, they will be paid the difference in cash

  • An employee is eligible for $1118.76/month of the City’s health contribution, even if they opt-out of City-offered health insurance. An employee can receive an additional $143.00/month if they sign an annual attestation and provide proof of other group coverage for themselves and their tax family, if applicable.

Dental Insurance:

  • Choice of two Delta Dental plans; enrollment is mandatory

  • City pays lowest cost of employee only plan ($22.22 for 2021); additional cost is paid by employee

  • Coverage is effective on the first day of the month following three full calendar months of employment

Vision Insurance:

  • Choice of two VSP plans

  • City pays the lowest cost employee only plan ($9.00 for 2021); additional cost is paid by employee

  • Coverage is effective the first of the month after date of hire

Voluntary Employee Beneficiary Association (VEBA):

  • City contributes $100.00 a month toward employee’s VEBA account. Account funds may be used to pay for qualified medical expenses after separation from the City and after age 50 (pre-tax)

  • If account balance is less than $2,000 upon separation, then account funds can be used immediately

Life Insurance:

•City pays for $50,000 of Basic Life Insurance coverage. Employer premium is $ 9.55/month

•Coverage is effective the first of the month after one calendar month of employment

•Additional optional insurance may be purchased by the employee for the employee, spouse, domestic partner, and/or dependent children

State Disability Insurance (SDI):

  • Employee pays 1.2% of gross pay; max deduction of $1,539.58 (includes PFL)

  • 7 day waiting period. Maximum benefit is $1,357/week for absences due to non-work related injuries/illnesses. Benefit is based on earned wages in a specific 12-month period

Paid Family Leave (PFL):

  • Up to 8 weeks of benefits within a 12-month period to care for a family member or to bond with a new child

  • No waiting period. Minimum benefit is $50/week. Maximum benefit is $1,357/week. Benefit is based on past quarterly wages

Long Term Disability (LTD) Insurance

  • Benefit is 2/3 of basic wage up to $7,500; max of $5,000/month

  • City paid benefit. City pays $.558/$100 of insured earnings

  • 30 calendar day waiting period

  • Coverage is effective the first of the month after one calendar month of employment

Deferred Compensation:

  • Voluntary plan through Nationwide Retirement Solutions

  • Employee may contribute up to the lesser of $19,500/year or 100% of gross compensation into a pre-tax 457(b) account or a post-tax Roth 457(b) account (or a combination of the two accounts) subject to IRS rules. Employees over 50 years of age may contribute up to $26,000/year

  • Additionally, the City contributes $100.00 a month toward employee’s 457(b) account. This dollar amount will factor into the above mentioned IRS rules and limits

Flexible Spending Account (IRS Section 125 Plan):

  • Employee may contribute up to $2,750 per year in pre-tax dollars to a health care spending account

  • Employee may contribute up to $5,000 per year in pre-tax dollars to a dependent care spending account

  • Employee may contribute up to $270 per month in pre-tax dollars to a commuter benefit plan

Vacation:

  • Vacation is accrued bi-weekly, cannot use vacation during first 6 months of City service

    • For 1 – 4 years of service: 10 days (80 hours)/year

    • For 5 – 9 years of service: 15 days (120 hours)/year

    • For 10 - 15 years of service: 21 days (160 hours)/year

    • For 16 - 20 years of service: 22 days (176 hours)/year

    • For 21+ years of service: 24 days (192 hours)/year

  • Maximum vacation accrual is 400 hours

  • Once per year, employees can elect to convert up to 60 hours of accrued vacation to cash to be paid out the following calendar year

Sick Leave:

  • Sick leave is accrued bi-weekly for equivalent of 96 hours per calendar year with no maximum accrual

  • Up to 48 hours/year of accumulated sick leave may be used for family illness

  • Up to 40 hours/year of accumulated sick leave may be used for personal leave

  • Employee may convert sick leave to vacation once per calendar year (annual maximum conversion is 96 hours sick to 48 hours vacation)

  • Partial sick leave payoff provision on retirement depending on years of service and sick leave cap (balance as of 01/01/2004 plus 1,500 hours) Compensatory Time Off (CTO): Employees may accrue CTO in lieu of overtime hours up to a maximum of 200 hours

  • 16 hours of CTO is credited to employees each January 1st (prorated if hired after January 1st)

Holidays:

  • Thirteen (13) paid eight-hour holidays per year Bilingual Pay:

  • If the Department Head determines that there is a significant need or benefit, on a regular basis, to having the employee certified in a particular language other than English, a certified bilingual employee is eligible for $45/bi-weekly or $90/bi-weekly for advanced certification bilingual pay

Night Differential Pay:

  • Employees are eligible for 5.0% night differential pay for all hours worked between 4:00 p.m. and 6:00 a.m.

Training Pay:

  • Community Service Officer IIs, Police Records Specialist IIs, and Public Safety Dispatcher IIs assigned to train newly hired employees in eligible classifications are entitled to 5% training pay for the actual hours worked performing those duties

Uniform Allowance:

  • $600 for eligible classifications

Tuition Reimbursement Program:

  • Up to $2,000 per fiscal year for tuition reimbursement. See CMD 26 for details

Psychological Counseling:

At least 5 and up to 10 visits per incident. Available to employee and dependents. Employee pays 10% of the cost of each visit.

Employee Assistance Program:

  • Confidential counseling to employees and dependents. City paid benefit.

  • Up to maximum of five (5) consultations per family member per incident per year; City paid premium is$4.03/month

Retiree Medical Reimbursement Program:

  • Employees who retire from the City with at least ten (10) years of service shall receive reimbursement to help cover retiree single health insurance premiums. The reimbursement maximum includes the PEMHCA minimum.

  • Up to age 65, retirees are eligible for reimbursement up to $379.00/month in 2021 (amount adjusted annually)

  • After age 65, retirees are eligible for reimbursement up to $227.00/month in 2021 (amount adjusted annually)

Paid Meal Break:

Employees in all Communications Dispatcher classifications and in the classifications of Police Records Specialist II, Police Records Supervisor, Community Service Officer I/II, and Jail Service Officer will be paid for the meal break during the regularly scheduled shift and will be subject to call back during the meal period

 

Forensics Coordinator

$8,951 - $11,452 monthly
$107,418 - $137,426 annually + excellent benefits

The Forensic Coordinator is responsible for evidence collection and storage, crime scene and laboratory analysis, interpretation of cases and all digital media storage including the body worn camera platform. 

The successful candidate should have a strong working knowledge of law enforcement and criminal justice systems. Graduation from an accredited college with a major in criminalistics, chemistry, biochemistry or related field is required; a Master’s degree is preferred. In addition, four years of experience in the practice of general criminalistics is a prerequisite. Experience in videography, photography and computer forensics/mapping is desirable.

Information Technology Specialist

Support technology that assists in crime fighting efforts, such as in-car mobile data terminals, computerized mapping, digital video and wireless communication. Currently, these position(s) are supported through a contract for IT services with Unisys and are not employees of the City of Santa Clara.


Office Specialist

The Office Specialist series generally serves as the point of contact to the public, community organizations and colleagues throughout the city for the exchange of information and explanation of policies and procedures. Office Specialists provide administrative support to department functions, conduct research and compile data, arrange correspondence for signature, organize meetings and prepare minutes, budget preparation, filing and record keeping, etc.  This classification is utilized in departments city-wide (e.g. Office Specialist I, II, III and IV). Crime Analyst

Crime Analyst is a civilian professional role within the Police Department. The successful candidate should have a strong working knowledge of law enforcement and criminal justice systems. The Crime Analyst will be responsible for researching and analyzing law enforcement, crime and intelligence data. This information will be utilized to identify and interpret criminal activity, patterns and trends to aid in the deployment of resources to prevent crimes. The Crime Analyst will be responsible to handle sensitive data and confidential information with discretion and tact. Effective written and oral communication skills are critical to prepare clear, accurate and concise presentations and reports.

Applicants are required to have a Bachelor's degree in public or business administration, geographic information systems, statistics or criminal justice from an accredited college or university. Two years full time experience involving formulation analysis, evaluation, and implementation of research programs in the fields of criminal behavior or social science with prior law enforcement related experience preferred.  Computer proficiency with spreadsheets, word processing, geographic information systems and statistical applications.


Police Training Coordinator

The Police Training Coordinator is a non-sworn position that works with staff to identify training needs and opportunities; schedules training activities and functions; ensures compliance with all applicable Federal, State, and local laws and regulations, as well as Department policies and procedures; and maintains records related to the program. 

The position is distinguished from other administrative support roles in that it performs complex technical duties that require advanced knowledge in the area of specialization of training program coordination.
